RARE ERROR NO HAIR TIE ON BUST

S3507/E1096 Chester mint. Missing hair tie. The general thinking is that the missing tie ribbons are just due to a weak strike. I have seen weak tie ribbons but even on poorly struck and worn coins at least some part of the ribbons is visible. There is no trace of them on this coin despite its even strike; no evidence that they were cut into the die.  Very rare. VF+
